I would think that the time it would take to remove the front bumper and headlights in order to change the bulbs would not be worth the extra effort, when you can just reach behind the headlight with the hood popped in order to complete the same task... But hey why not take them out? I have taken my front bumper/headlights off several times, good way to learn how it all comes together/comes apart...
